Right now, the Council Floor is very cluttered and disorganized. I was thinking, perhaps we could divide up the Council Floor into three forums: Proposed Bills, Bills Being Debated, Bills at Vote, Bills Awaiting Approval, Vetoed Bills, and Public Opinion. A senator or the President is allowed to delete bills in any of these sections, but only if the proper actions have taken place.
The Proposed Bills section will be where any citizen of the UFP can propose a law. The Senate then can vote for the plausibility of the idea of the bill. If it passes, it is deleted and a new topic for it is created in the BBD section.
At the BBD section (where only Senators and the President can post), three days are allowed for debate on the bill. Changes can also be made to the bill. When someone thinks a vote can be taken, the discussion is NOT deleted, but another topic is created for it in the BaV section.
At the Bills at Vote section, the senators post a simple "yes" if they approve the bill in its current form, they vote "no" if it needs to be changed, or they vote "no and kill" if they think the bill should be taken out of the Senate. The latter option should not be used often, since the idea of the bill itself was approved in the Proposed Bills section. If a majority of the Senate votes "yes", then the vote is deleted and moved to the BAA section. If a majority of the Senate votes "no and kill," the vote is deleted and the bill dies. If the "yes" and simple "no" votes combined gain a majority, then the bill is moved back to BBD, where revisions are made and it is voted on a again.
In the Bills Awaiting Approval section, the Bill is posted in the forum. If the President approves the bill, then he or she deletes the topic and posts the new bill in the Law Archives section.
If the President rejects the bill, he must include whether he wants to kill it or return it to debates, what he would ideally recommend, and why. If he recommends to kill it, the Senate takes a vote on the bill. A Senator may vote "No and kill," "Continue debating," or "Yes." If a 2/3 majority votes yes, then the bill is passed. If the combined "Yes" and "Continue debating" votes make a 2/3 majority, the bill is moved into the BBD section. Otherwise, the bill dies.
If he recommends to continue debating, then the Senate votes for the bill. A 2/3 majority of yes results in the bill being passed; otherwise, the bill is moved back into BBD.
This cycle continues until the bill is passed or killed. Hopefully, this will make Senate procedures go more smoothly.
The citizens of the UFP can speak their minds in the Public Opinion section.
