The Federation of Sigma Dome is a very small sovereign state - encompassing only one system (at the moment), with only one major population center.
The Talyca system has six planets. Sigma Dome is located on Talyca II, the only planet that (tenuously) supports life.
{I'll add the other planets later, they aren't all that important}

Talyca II was once a shining world, but is now barren ... At first, the system lacked sentient life - Talyca II was colonized long ago as a research colony for an empire. The civilization there always counted on protection from those they aided to protect the colony, leaving more resources available to allocate otherwise. As time went on, though, the populace began to grow more and more independent. They developed a system of defense drones, industries capable of functioning without ruining their environment, and advanced terraforming technology. They developed translight drives for their own use, like many did. Eventually, they produced a fleet of colony ships, capable of both flights extending past 25 years without resupply or refit and automatically terraforming a planet upon touchdown, integrating itself into the landscape and drawing necessary energy geothermally. Each craft could support 1,000,000 colonists in space, and many more once upon integration. 20 of these craft were built, and they were christened as the Domes. (OOC: although they aren't full glass domes - think more like the Starbase from 1980s Lazer Tag*).
Their masters noted this, and saw that their dominance in the area was slipping. They didn't want to risk Talyca attacking, or worse, meeting and allying with any opponents. Also, their use was almost run out. They were wholly independent now, and served as a measure of unintended pride for rebels within their empire. The thus decided to make an example of Talyca II.
One day, the planetary sensors shut down from overload. An incredible amount of enemy warheads had suddenly appeared and were closing in fast. The alarm went out, but it was far too late. 10 billion died that day, and the aftermath would claim many more. The nuclear blasts reduced the surface to rock and obsidian, poisoned the atmosphere, and in general made life interesting for those left behind. After the attack, the empire forgot about Talyca, went and did its empire thing, and eventually faded away like all do.
Those left behind, numbering only 8 million, banded into small groups, generally based around whatever major city they happened to live near, and began to sort through the rubble to eke out survival. Over time, they adapted somewhat to the wasteland; unfortunately, they were still on the path to extinction. But then, amidst the ruins of the great cities, they found something incredible - the Dome ships, hardened to survive space, reentry, and unknown harsh environments, had survived the attack! They weren't anything even remotely approaching spaceworthy, but the survivors, over the course of years, were able to repair them to the point where they could integrate with the ruined world. Soon, they were, and the reformation of the world began.
Each Dome stood apart from the others, its own little self-contained world. Within their protective confines, a population boom occured as the states each began a population exponent plan, thinking they were the only ones left. The world immediately surrounding the domes began to turn green again as the terraformers did their work, protected by energy shields from the dome itself. That plan went on, each of the 20 domes thinking they were all that was left, until the dwellers of Sigma Dome managed to link up with the old planetsat sensor network, not having been targeted. They saw the other domes, and began to use direct beam communications to communicate. Within the course of a decade, the 20 domes had been reunited into one government, based in Sigma Dome. The peoples strengthen and await the day that they can finally leave the domes and set foot on real ground ...
For some, that dream is already occuring. The population management began to backfire, with the population increasing faster than the terraformers could keep up. The Council decided then to begin a new colony ship program, although less ambitious than the old. The advances made in the program, based in Requiem Dome with corollaries in Pengyou and Ekayn Domes, allowed for vessels to transport people and things between domes, and soon the first wave of new colony ships will be ready to launch. Already, a military fleet is built and being augmented.
The wholly separate nature of the Domes lead to an interesting conundrum - how does one take care of planetwide infrastructure with little way to massively move materials? Each Dome specializes in one area, while keeping its own subsistence industry and farming. Thus, each dome acts mainly independently of one another, save their special industry. Councils are held via teleconference, but are rarely held, being only summoned for events that could affect the entire planet. The avatar of the Federation to the outside universe is the government at Sigma Dome.
