The Borderlands of Armedes has held a giant public forum on the practicality of staying tethered to a single planet and in an overwhelming majority vote of 3.25 million against 7,000 of the citizens of our federation, we have decided to adopt a nomadic lifestyle as soon as practical. Our ships of war and science have been put on hold to construct giant city ships to hold our populace. Those wishing to remain behind will of course be given that choice.
We are also breaking up the federal government for greater efficiency. The Armedes will be ruled by a council composed of a triumvirate of leaders per fleet. We should have nine fleets in total (albeit much smaller compared to the fleets of the alliance, figure about 15 capital ships per fleet) In each fleet, there will be 3 city-ships {one per triumvirate member}, 2 Sovereign, 3 Scharnhorst, 2 Nebula, 2 Steamrunner and 1 Beowulf. Also included would be any necessary supply ships and heavy escorts (modified Defiant class, 2 per capital ship).
Those of our citizens and civilians choosing to remain planetside will fall under the jurisdiction/protection of the 1st Armedan Fleet. The 1st will have a few extra specialized vessels for command and control and will also have control over any stationary space-based fortifications or habitat complexes/space stations.
We have completed 3 space stations modeled after the Cardassian design and have one orbiting our former capital planet and one on each of the prongs of our former sphere of influence. Due to the extensive repair and medical facilities on the stations, we welcome any faction from the federation to use our stations. Our only rule is that all hand-weapons must remain on the respective ships and all ship-board weapon systems must be deactivated. This rule will be enforced through heavily overlapping dampening fields and reinforced chaotic sheilding. All cloaked spacecraft must disengage their cloak upon reaching .1 lightyears away from the station. Any ships that attempt to evade detection will be repulsed from the station, and the said station will accept no responsibility for where the repulse wave pushes them or what it damages. Of course, we will attempt rescue of any ship's distress message we recieve.
With this sort of redundant and decentralised system, our concerns for a large military can be put on a back burner, as we will invest heavily in cloaking, power and propulsion systems. We hope to have a working prototype of a transwarp drive by the end of the current research cycle. The manufacturing of the above colony ships is scheduled to begin once we finish our last two Beowulf class dreadnaughts. The said manufacturing is taking place at our former capital planet's space station.
Finally, our starcraft design bureau has come up with a quite non-descript looking heavy cruiser that we are considering bringing into production. The exotic weapon systems, notably the thalaron radiation beam and the antimatter projector, require special structural elements that would delay moving to assembly date, but we have agreed that it would be best to have the greatest diversity of systems available. It seems that by the time we have a working zero-point energy reactor, the heavy cruiser will be ready for outfitting, so it should all work out into a formidable ship.
I am told, however, that if a zero point energy reactor is detonated improperly, the entire region of space for 7 parsecs radius (in 3 dimensions) will be practically unusable for regular space travel. Therefore, I shall have to build seperate fleets to accompany my heavy-cruisers. If I get assistance from any members of the Alliance, I am sure my work would be accelerated tenfold.
As you see, my hands are quite full at the moment, and given my relatively weak military, I do not wish to interfere with the battles of larger powers. If any of your ships are retreating within a good range of any of my forces, I shall be happy to provide covering fire and R&R for the ships and the crew as much as I am able.
