WE, THE PEOPLE OF THE UNITED FEDERATION OF PLANETS, FOR THE BETTER INTEREST OF THE PEOPLE, OUR PROSPERITY, SECURITY, AND LIBERTY, DO SOLEMNLY ESTABLISH THIS CONSTITUTION. THIS IS THE CONSTITUTION OF THE UNITED FEDERATION OF PLANETS.
Article I
Section 1.
All legislative Powers herein granted shall be vested in a Senate of the United Federation of Planets
Section 2.
Clause 1. The Senate shall be composed of members from the region of the UNITED FEDERATION OF PLANETS.
Clause 2. The Senate will be made up of representatives of at least 5 members, and a maximum of 20 members, as determined by the previous session of the Senate of THE UNITED FEDERATION OF PLANETS. Each Senator has 1 vote in the Senate.
Clause 3. Each Senator will have a term of two months, in which the elections shall be held on the 1st to the 5th of every month before a new Senate is due. The new Senate will take office on the 6th. The collection of the votes and the operation of the vote shall be headed by the Minister of Internal Affairs. The polls must be closed within 5 days of the vote.
Clause 4: When vacancies happen in the Senate, the President shall issue the start of a new ballot, at which the newly elected Senator shall fulfill the term of the Senator in which they have been granted.
Clause 5: The Senate shall have the sole power of impeachment, to try all offenses, to try impeachment. When a member of THE UNITED FEDERATION OF PLANETS is being tried, the Minister of Internal Affairs shall preside, or one of his deputies if the necessary.
Clause 6: The Senate shall choose the President, the Vice President, and also a President pro tempore.
Clause 7: The Vice President of THE UNITED FEDERATION OF PLANETS shall be President of the Senate, but shall have no Vote, unless the votes are equally divided.
Section 3.
Clause 1. No Senator shall be the President. The UN delegate, Minister of Internal Affairs, and all others may hold the office of Senator while also in another position.
Section 4.
Clause 1: A portion of the Senate may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such Manner, and under such Penalties as the Senate may provide.
Clause 2: The Senate may determine the punishment of its members, and, with the approval of two thirds, expel the member.
Clause 3: The Senate shall not adjourn for any more then 7 days.
Clause 4: The Senate shall keep a record of its Proceedings, established by a volunteer in the Senate, and from time to time publish the record, except for such they decide require secrecy.
Section 5. The Senate of THE UNITED FEDERATION OF PLANETS has the power to…
-Clause 1 To define all laws for THE UNITED FEDERATION OF PLANETS
-Clause 2 To create and define for all punishments
-Clause 3 To declare war, and regulate the invaded foreign regions
-Clause 4 To provide for and maintain a defense force.
-Clause 5. To try all cases pertaining to THE UNITED FEDERATION OF PLANETS.
-Clause 6. To approve of all presidential nominations.
-Clause 7. To regulate and establish tribunals inferior to that of the Minister of Internal Affairs.
-Clause 8. To regulate and keep record of immigration
-Clause 9. To override presidential vetoes with a two thirds approval.
-Clause 10 To make all laws which shall be necessary and proper for carrying into execution the previous powers, and all other powers vested by this constitution in the government of THE UNITED FEDERATION OF PLANETS, or in any department or officer.
Section 6.
Article II
Clause 1. The Executive power of THE UNITED FEDERATION OF PLANETS shall be the President. He/she will have a term of 4 months, with elections to take place from the 1st to the 5th of that month. The collection of the votes and the operation of the vote shall be headed by the Minister of Internal Affairs. After the vote is done, it will be made official by the Senate by a simple vote on the 7th. Once a majority is reached, the president may take office. A majority must be reached by the 9th of that month.
Clause 2The president has veto power of any bill.
Clause 3. No person may be President or Vice president that has not lived in THE UNITED FEDERATION OF PLANETS for 30 days.
Clause 4. In case of the removal of the president from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the vice president, and the Senate may provide for the case of removal, death, resignation or inability, both of the President and Vice President, declaring what officer shall then act as president, and such officer shall act accordingly, until the disability be removed, or a president shall be elected.
Clause 5. The President in times of war shall act as the commander in chief, and shall appoint all ambassadors, recruiting officers, and chiefs of departments, with the approval of the Senate. Also, he may create treaties that can be approved by a two thirds majority vote of the Senate.
Clause 6. It is the duty of the Vice President to preside over the Senate in meetings.
Clause 7: It is the duty of the President to be chief diplomat/regional advisor.
Article III
The Senate shall act as the court of THE UNITED FEDERATION OF PLANETS. During a trial, each Senator shall have one vote and shall vote to on the fate of the person on trial. Also, the Senate has the right to name the punishment.
Article IV
The UN voting powers of THE UNITED FEDERATION OF PLANETS are to be done by the UN Delegate. The delegate is whoever THE UNITED FEDERATION OF PLANETS nations entrusts the most the most endorsements. He/She should vote by the majority of the will of THE UNITED FEDERATION OF PLANETS
Article V
This Constitution may be amended by a two thirds majority vote of all Senators of that current THE UNITED FEDERATION OF PLANETS who vote and approved by the president.
AMENDMENT I
In case of the removal of the president from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the first eligible person in a presidential line of succession established by the Senate.
