As was considered in the discussions regarding the creation of a Grand Military for the Federation, I propose that we create instead an Intelligence Agency to protect the interests of the region.
The exact nature, rules and provisions of this organization can be formally discussed in council should there be sufficient support to justify its creation.
This agency would serve many functions including but not limited to:
Please note that this motion is just to determine if there is sufficient support to create such an agency in lieu of an army and the duties and functions of this agency shall not be limited to those listed above. An agency of such importance, power and responsibility requires the full attention of the Senate and proper discussions should take place to work out the nuances of what this agency shall be responsible for and to what extent its powers should be.
I'm more than open to any feedback or discussion regarding this motion and formally open the floor for voting.

This agency would serve many functions including but not limited to:
- Maintaining Intelligence profiles on other regions, hostile or otherwise for purposes of regional security or to assist in recruitment efforts or the search for potential alliances
- Monitoring the nations within the UFoP in order to remain vigilant for those in violation of UFoP policies but of course giving respect to privacy, the provisions of which will be decided by a full council
- Ensuring the Government in the form of the President, the Vice-President, the Senate and all appointees, always has all needed tools and information in order to decide upon all motions, policies and other such duties
- And other duties as decided by the Council from time to time following a clear procudure to be decided in council should this motion be voted into law.
